Within it, some newborns would have the new drug, Surfaxin, but others just a placebo. They'd get no treatment, even if it's just effective drugs already in the marketplace. Critics claim out of 325 babies to get tested in four countries, 17 who got only placebos would die preventable deaths. "What's unacceptable is by using people's poverty as an excuse not to provide them with known effective lifesaving therapy," says Dr. Peter Lurie, in the watchdog group Public Citizen. "We could not encounter such a study on this country, we should not be putting our stamp of approval when the study is done in Latin America."Yet thatrrrs what the Food and Drug Administration seriously considered, actually encouraged. Both the FDA and drug the likes of placebo-controlled studies because it's easier to prove a drug works. Tremendous ethical questions erupt in terms of withholding treatments for deadly illnesses. The FDA debated the dilemma with a secret conference titled: Utilization of Placebo Controls in Life Threatening Diseases: Could be the Developing World the Answer? noting the Surfaxin study plan "is considered unethical in the united states."Increasingly, pharmaceutical companies test their drugs in places like Mexico and Africa, where the ethical rules are different, there are many untreated patients and research could be much cheaper. Amid an outpouring of criticism, Discovery Labs reversed course Wednesday. Now, in the newly re-designed study, nobody will get a placebo. "All patients" will get "access to drugs currently utilized in the U.S."But without any FDA policy against similar foreign studies, critics hope the uproar over Surfaxin will make other companies less eager to tread exactly the same ethical ground. All Rights Reserved ugg classic mini Haley Stevens was getting ready for school in the event the 14-year-old's morning routine was shattered with the sounds of trees and wood-frame houses being torn off their foundation. The next thing she knew, her family was rushing on your way as a massive landslide bore upon the neighborhood of hillside homes perched along probably the most picturesque sections of Southern California's coastline. After they made it outside their Bluebird Canyon home, the bottom was collapsing beneath them: "We started to feel the street move and now we just started sprinting," she said.Wednesday's landslide destroyed 17 multimillion-dollar houses since it sent structures crashing down a hill. Residents alarmed by the sound of walls and pipes coming apart ran for lives — many still within their pajamas.Five people suffered minor injuries, officials said. Eleven homes were damaged, contributing to 1,000 people in 350 other homes were evacuated like a precaution.Miraculously, no one was killed."We were very scared, my cousin and I. We were freaking out," said Stevens, who a break down minor injury from stepping over a cactus in her bare feet.Among the homes that was wiped out belonged to Lori Herek, who had previously been able to make it to safety after hearing popping and cracking noises as she had a morning cup of coffee. After she went outside and saw the land separating under her house, she ran back inside to wake her future son-in-law, Ryan Haskell, before fleeing."As we ran out of the house, I saw my curb actually separating in the street," Herek said on CBS News' Early Show . "And as we ran to my next-door neighbor's house, within probably less than 60 seconds, I looked back over at my house and it had buckled and was sliding down the canyon.""I thought it was hailing outside. I figured maybe she was joking when camping," Haskell told Early Show co-anchor Gretchen Carlson. "I really did not know what to think. It was just really, really scary.""It was like something from a movie," Haskell said. "Our only recourse would have been to run down the canyon since the houses were sliding around us."Throughout the morning, Laguna Hills High School doubled like a Red Cross evacuation center where residents filtered interior and exterior the school gym, hoping to learn once they might be allowed back into qualities to retrieve belongings and pets."It's been overwhelming," said Vera Martinez, a 65-year-old retiree. The main cause of the disaster was under investigation. But Ed Harp from the U.S. Geological Survey said hello was almost certainly related to the wintertime storms that drenched Los angeles. A geologist contracted by the city agreed the source was most likely rainfall, but said more tests were needed.Earlier this year, scientists warned that destructive landslides will be possible and they point to Laguna Beach as a wake-up call for other coastal communities to be on the lookout for any slight earth movement."We're not from the woods yet," geologist Randall Jibson said. no previous page next 1/2 classic ugg The felling of a statue of Bottom could be a hint of the imminent fall of his regime, but even the eventual defeat of the dictator does not mean American troops will be on their way home, military analysts warned Wednesday. As crowds celebrated within the streets of the Iraqi capital — cheering American troops, destroying symbols of Saddam's rule, and looting — CBS News analysts and retired officers Gen. (ret.) Joseph Ralston and Col. (ret.) Mitch Mitchell offered their the thing it the fighting so far, also to come.Ralston believes "the regime has fallen but the fighting is not over." He notes especially Tikrit and areas of the north and then there will be fighting; in Tikrit, several of that will come from the air. There's also the potential for serious, expanded fighting over oil from the north. A dispute relating to the Kurds and the Turks over those reserves could influence the Turkish decision about entering Iraq, Ralston says.Mitchell feels the capture of Baghdad, when it occurs, will be more of a beginning then an end. He notes: "This is not the end in the war, but it is very close to it. It is just a great psychological victory to topple statue of Saddam that's erected to himself in 2001.""Bringing it down is synonymous with the fall of the regime — that the regime no longer is in control of the country," Mitchell said. Other indications the regime has fallen range from the lack of government structure in Baghdad and the outbreak of looting. However, Mitchell argues that this end of this war signals the start of the next war in Iraq, one covered with terrorism and factional fighting. "Those who trust the Saddam and the Baath party ideology should go underground. There will be hardliners that will not stop trying. These terrorist attacks will probably be made on the American temporary government and so on interim Iraqi administrations," he predicts."We are considering a good decade to overcome the terrorism," Mitchell says. "But you'll also have a new spirit of similar to nationalism, at least the spirit of free people." bottes ugg pas cher Terrorists might try to bomb buses and rail lines in primary U.S. cities come early july, according to a government bulletin issued to police officers nationwide. The FBI and Homeland Security Department sent a bulletin Thursday night saying terrorists could make an effort to conceal explosives in luggage and carry-on bags, like duffel bags and backpacks. The bulletin cites uncorroborated intelligence as indicating that such bombs may be made of ammonium nitrate fertilizer and diesel fuel, just like what was used to blow up the Oklahoma City federal building in April 1995.CBS News Correspondent Stephanie Lambidakis reports the warning is urging rail and bus industry personnel to boost security and passenger screening.A senior federal law enforcement official, speaking Friday on condition of anonymity, said recent intelligence, along with the deadly March 11 commuter train bombings in Madrid, has risen the level of concern about a potential attack in the us.Europe is also on alert. Spanish police found a bomb Friday on a high-speed rail line between Madrid and Seville, Interior Minister Angel Acebes said. In France, authorities a few weeks ago found a bomb half-buried with a train track some 100 miles southeast of Paris and detained three suspects in association with an investigation into a mysterious group's threats to bomb French railways. The U.S. bulletin didn't specify a particular city that might be targeted.Al Qaeda and other terrorist groups have "demonstrated the intent and capability" to fight public transportation with a variety of bombs, including suicide bombers, the bulletin says. Such attacks have happened Israel, Greece, Turkey, Spain and elsewhere. The bulletin says that a "viable" explosive constructed of ammonium nitrate and diesel "could be concealed in standard luggage."Ammonium nitrate is a very common fertilizer, but it can be when combined fuel oil to make a powerful explosive. British authorities the 2009 week arrested eight people on suspicion for being involved in a possible terrorist plot that included the invention of 1,000 pounds of ammonium nitrate. And police in Thailand say suspected Islamic rebels broke in a rock quarrying company and stole 7,260 pounds of ammonium nitrate. As well as Oklahoma City, ammonium nitrate was used within the 2002 blast in Bali, with the World Trade Center in 1993 plus Pakistan in mid-March of this year. In the past, the Irish Republican Army used ammonium nitrate in attacks london and in Northern Ireland. As soon as the Madrid train bombings, Homeland Security officials issued a bulletin advising state officials, police and transit and rail agencies to get vigilant, consider additional surveillance also to look out for unattended bags and backpacks.Since Sept. 11, the us government has issued terrorism warnings concerning a multitude of potential targets, from fuel tanker trucks to airplanes to ships. michael kors sale The findings suggest that the inability recognize smells, combined with an absence of awareness of impaired odor perception, may be a sign of impending Alzheimer's, researchers said.

"I couldn't understand where the odor was via.," he says, but when a neighbor were not impressed with a similar problem, Feldman called in medical department to test the air. What you found out was that the groundwater contained a contaminant called MBTE, a compound commonly mixed into unleaded gasoline. It originated a nearby Mobil station, and leaked to the water table from an underground tank. Residents only became alert to the problem after they were subjected to hazardous fumes. Two years ago, the standard contamination shut down more than half of Santa Monica, California's groundwater supply. MBTE, or methyl tertiary butyl ether, is often a potentially harmful oxygenate that has been added to gasoline since middle 1980s to reduce auto emissions. Its value in lowering air pollution is debatable, but there's no argument as to how dangerous it's to the groundwater environment."We have roughly 2500 spills every year that are reported to us," says Ray Cowan, Long Island Director of Environmental Conservation. It's Cowan's job to try to insure that MTBE, benzene or other harmful chemicals do not reach the local drinking water. His agency goes after polluters, but when they don t take responsibility, the spill may never get cleaned up. Its costly, and the state has limited funds."The dilemma is not MTBE," says MTBE producer Don Olsen. "The issue is the leaking of underground storage tanks." The oil industry says water contamination could be reduced if the people who own the underground tanks conform to a year end deadline to upgrade with safer models. The defends MTBE as critical to lowering air pollution. Because MTBE's suspected cancer-causing properties haven't been conclusively proven, the industry opposes any kind of ban. Production of MTBE remains at record levels.California is now lobbying the federal government to waive regulations requiring fuel sold in the state to contain MTBE. Maine followed suit this past week. But eliminating MTBE will not likely undo the damage already done."It may be ten years, 15 years before the aquifer is cleared up," says Santa Monica utlities manager Gil Barboa.Reported by John Roberts(C)1998, CBS Worldwide Inc., All Rights Reserved pink ugg boots A British appeals court on Monday declined to listen to a Miami firm's objection towards the takeover of British shipping company P&O by Dubai's state-owned DP World, giving the green light to a deal which includes caused an uproar in the United States over port security.Miami-based Eller & Co. had argued that U.S. concerns about a United Arab Emirates company owning significant operations at six major U.S. seaports could harm its business along tried to have the deal barred on technical grounds.Eller said these folks were very disappointed at the Court of Appeal's decision."We are not by yourself in opposing this deal — many elected politicians within the U.S. and indeed the American public, share quite a few concerns about the takeover," an argument from Eller said.Eller said as the legal process in the United Kingdom has been exhausted, it will continue to pursue court action in the U.S. court system in Florida."We will continue to fight to protect our business and also the livelihood of thousands of our staff and subcontractors."The $6.8 billion acquiring the Peninsular and Oriental Steam Navigation Co. was presented with the required approval by the High Court last week. But High Court Justice Nicholas Warren placed a hold on tight his ruling to allow Eller to accept case to the higher court. The rejection of the appeal means that P&O can now list the deal at Companies House, the ultimate regulatory stage of the takeover.P&O runs shipping terminals in Nyc, New Jersey, Baltimore, New Orleans, Miami and Philadelphia — an undeniable fact that has caused unease among some lawmakers and businesses in america, who have cited security concerns about an Arab company taking over the ports.DP World has attemptedto defuse some of the tension by submitting with a second 45-day investigation by the U.S. government, despite already receiving regulatory approval for that deal.DP World CEO Mohammed Sharaf said Sunday he expected the deal to be completed."All the authorities are happy with the security measures that we take," he was quoted saying. "As far as we are concerned, the sale is going to go through, and the British government has approved it.""There are big consequences for that British market if it doesn't undergo because investors are waiting for the money," he said on CNN's "Late Edition."Lawyers for DP World warned last week that a delay beyond Friday meant that the company will not be able to access the bucks it needs to pay shareholders by the due date. no previous page next 1/2 michael kors sale When confused, they can be lethal.
