problem with windows[help] plz

okay ani yahol lihtpvbe ivrit aval ze meatzben az ani ihtov be anglit

I on my parent's laptop and there is no hebrew installed here

anyways i can not turn on my windows beacuse everytime i try to turn it on it shows me a message says

<Windowa root> /system32/hal.dll.

and now i wanna quick format my computer\ beacuse it was a mess anyways before and i cant

i insert the disk to the cd-rom and restart but right away this message appears and anything that i press restarts my computer..

i usally get the disk to work when i restart the comp then press any key it gets into the whole thing.. but not i cant

what shall I do ?
