uTorrent, one of the most popular peer-to-peer file sharing application, may act like a network bandwidth hog when used in a computer sharing internet connection with other computers over a network. The result is that web browsing or direct downloading is affected on other computers. The problem is especially evident when network computers are using uTorrent most of the time and internet bandwidth is low.
This application utilizes the Web API of uTorrent and regulates the uTorrent global download and upload speeds on the basis of number of networked computers. It also determines the uTorrent global limits of network computers.

Installation and setup
======================
Please Uninstall any previous versions.
1. Right click on ‘uTorrent Regulator Setup.msi’ and choose ‘Install’. Install the application.
2. Choose to Start the application when asked at the end of installation.
3. Open the application from the notification area by right clicking or double clicking on the icon.
4. Click on the ‘Advanced settings’ button. A login dialog will appear.
5. The default user name is ‘user’ and password is ‘password’. Enter these and login.
6. The advanced settings of uTorrent regulator are displayed.
7. It is recommended to change the default username and password by entering a new username and
password in the ‘uTorrent Regulator settings box’.
8. Change the appropriate network settings in the 'Network settings box'. All the Network settings
should be common to all computers.
9. Click on 'Generate my uTorrent settings' button for generating your unique port and password
to be entered in your uTorrent preferences. Follow the instructions in the 'Your uTorrent settings'
dialog which appears.
10. Closing the uTorrent regulator will minimize it to the notification area.
11. Please refer to the help document of the software after install for more details.
IMPORTANT NOTES:
================
1. Your uTorrent settings have to be Generated AGAIN and entered into your uTorrent preferences if:-
- "uTorrent username for network computers" is changed in the advanced settings.
OR
- Mode of network connection is changed / Network adaptor is changed
(e.g. when changing from a wireless to a wired network or vice versa)
OR
- During a fresh install of uTorrent regulator.
2. uTorrent regulator will automatically start with system startup. The application should be allowed to run in
the notification area irrespective of whether the user is connected to the network or whether uTorrent is
active or not.
3. In case the regulator application terminates due to any reason or a system crash, it may be simply restarted
from the icon in the user’s Programs menu. The application starts in the notification area.
4. It is also recommended to disconnect from the network when the user is not using the internet so that
uTorrent Regulator on other computers can detect and increase their uTorrent download speeds.
5. Token authentication should be enabled in uTorrent advanced settings. If you don’t know what
it is, don’t worry, because it is enabled by default in uTorrent version 2.0 and later.
6. You may access the program's documentation by clicking on the 'help' button in the program or through the
programs menu.
7. If any other device not downloading over the internet (e.g. a network printer) exists in the network,
these devices may be configured with an IP address outside the IP scan range. This may be done through the
respective devices or through the network router.

About uTorrent Regulator
µTorrent (also known as uTorrent) is a peer-to-peer file sharing application distributed by BitTorrent, Inc. µTorrent is a trademark of BitTorrent, Inc. and BitTorrent, Inc. reserves all rights in µTorrent.
‘uTorrent Regulator’ is not related in any way to BitTorrent, Inc. and it simply uses the Web API of uTorrent to connect to and regulate this file sharing application.
The Problem

The result is that web browsing or direct downloading is affected on other computers. The problem is especially evident when network computers are using uTorrent most of the time and internet bandwidth is low.
Solution – What this application does:
The problem can be solved if a
regulatory mechanism is placed in each network computer to increase or decrease the global download limits of uTorrent on the basis of the number of computers connected to the network. It is also necessary to scan the network at periodic intervals to check for any changes in the number of connected network computers.
uTorrent regulator helps in implementing this regulation with the following features:
§ Starts with system startup with an icon in the notification area.
§ Periodically checks if uTorrent is active in the computer.
§ Periodically scans and displays all the network computers.
§ Periodically Regulates the global download limits of uTorrent on the basis of the number of computers connected to the network.
§ Periodically Connects to the uTorrent on other computers on the network and displays their global download limits (to check for any discrepancies).
§ Maintains a log file (can be disabled) for tracking changes in the network. This is extremely useful in keeping a record of changes to the uTorrent limits and also status of Network computers along with time and date. To prevent excessively large log file, it is automatically deleted at system shutdown. The user may open the log file and choose to save it to another location for future reference.
