This is the zip file leak from China this morning.
It is Windows 8.1 Enterprise RTM zh-CN (Chinese Simplified)
I'm sorry I don't speak Chinese, and I don't think there's any way to change language currently, at least until they make the language packs available through control panel's Add a Language option.
There is no way to activate it as it is KMS v6 and current methods activate KMS v5.
Use at your own discretion.
